The problems of discontinuity in staffing can seriously impact any R&D program, even after the hiring process has been completed. The resulting loss of institutional knowledge, albeit temporary, and the time and effort needed to reconstruct it, can be a major cause of delays in any R&D program. In fast-moving, competitive areas such as technology, such delays can be catastrophic for companies.
